The Hazard Abatement Board (HAB) is pleased to announce the 2008 Request for Proposal (RFP) for Occupational Safety and Health Training and Education Grants. Please read the application carefully, grant evaluation criteria is listed, along with allowable and disallowed training etc. Note, there is the opportunity to email questions. Their website also contains information on the last two year's listing of grant awardees and the grant levels. Below is info from the site, http://www.labor.state.ny.us/hab/ Please note, grants are due on February 1 , 2008 . The 2008 RFP grants will be awarded for a 12- month contract term, August 1, 2008 through July 31, 2009.

Typical Training and Education activities which can be funded under the grant program include, but are not limited to, the following:

  • general or hazard-specific training on how to identify, evaluate and control employee exposure to workplace hazards;
  • activities intended to improve the effectiveness of labor-management safety and health committees;
  • programs designed specifically to reduce workplace accidents by teaching lockout/tagout procedures, safe electrical work practices, methods of working safely in confined spaces, etc., where not readily available from NYSDOL;
  • programs addressing ergonomic and repetitive motion problems
  • programs emphasizing disease prevention through control of carcinogens and other toxic chemicals, physical hazards such as noise, heat and vibration, or biological hazards such as hepatitis B virus and tuberculosis bacteria;
  • instruction of employees and employers on their rights and responsibilities under the New York State Right-to-Know Law and OSHA/Public Employees Safety and Health (PESH) standards on Hazard Communication, chemical hazards in laboratories, and specific substances such as lead, benzene, and asbestos, etc.;
  • programs which help resolve unique and unusually difficult job safety and health problems, such as the threat of assault on the job.

The awards grants for programs that provide occupational safety and health training for public and private employers, labor organizations, educational institutions, non-profit organizations and trade associations. Eligible programs must train and educate workers, supervisors and/or employers and must promote workplace accident and injury prevention. The Board also administers Capital Abatement Program grants to public employers. These grants cover 75% of the cost of capital projects necessary to correct workplace hazards cited by the Public Employee Safety and Health Bureau (PESH) or where recommended in a consultation report. Additionally, the Board may recommend safety and health standards in accordance with the State Labor Law.

This grant application will assist businesses to train incumbent workers in specific, transferable occupational skills that lead to career growth and increase in wages. Companies can apply for $50,000 per year with a lifetime maximum of $100,000. Please read the Request for Application carefully, there are many differences from past applications. Two main differences are business with over 100 employees must pay a cash match of 25% of the cost of training and training is capped at $2,000 per trainee. Anyone earning under $15.00 can now attend any or all four training sessions, no reviews are necessary, the cost is just $10.00/person to cover the workbook, 30 Ways to Shine!

To be eligible for this no cost $5,000 or $10,000, six month bond, a job seeker must first have the offer of a job.
